Job Summary

The West Texas VA Health Care System (WTVAHCS) provides a variety of patient care services, with state-of-the-art technology as well as offering numerous educational programs. Outpatient services include: Ambulatory Care Service, Mental Health, Women's Health, Transition and Care Management, Home Based Primary Care, Tele-Health, Anticoagulation Clinics, Ophthalmology, and Dentistry. Skilled nursing care and acute rehabilitation is provided in the Community Living Center, with specialty referrals to other VISN 17 facilities and community services. Staffed with approximately 600 employees, the facility serves counties in West Texas and New Mexico area, with a Veteran population of approximately 57,000 (catchment area of 53,000 square miles). The WTVAHCS is part of the VA Heart of Texas Health Care Network, VISN 17 and is centrally located at the crossroads of Interstate 20 and Highway 87 in Big Spring, Texas with Community Based Outpatient Clinics (CBOC's) located in Abilene, Odessa, San Angelo, Ft. Stockton, Texas and Hobbs, New Mexico.

DutiesMajor Duties

The West Texas VA Health Care System, Big Spring, Texas is currently recruiting for a Clinical Psychologist for the Home Based Primary Care Program in Abilene, Texas.

The Psychologist functions as the primary mental health provider of the Home Based Primary Care team, providing mental health prevention, assessment, treatment, management, and professional consultation services. Duties include: providing screening, assessment, diagnosis, and treatment of depressive and anxiety-related disorders, as well as other Axis I conditions, with an emphasis on the application time-limited, evidenced-based approaches; assessing and providing treatments for sub-clinical symptoms of dysphoria and anxiety, adjustment difficulties, and excessive use or misuse of alcohol or other drugs; provides psychological prevention services to patients at significant risk of psychologist problems; provides advanced professional psychological diagnostic methods and evidence based intervention strategies to a full range of patient problems in the HBPC setting. However, the emphasis is on serving Veterans with serious and complex medical problems in reducing psychological, behavioral, and interpersonal barriers to cognitive deficits; triage for mental health care to appropriate VA or community agencies; psychological, cognitive, and capacity assessments; brief psychotherapy and case management; health promotion and prevention-orientated services.

The Psychologist also provides consultation to Home Based Primary Care program staff, nursing and primary care physicians and mental health professionals concerning findings and treatment plans for patients. This consultation is in the service of ensuring that care is coordinated, collaborative, and integrated within the provider team in the primary care setting.

Work Schedule: 8:00 a.m. - 4:30 p.m. and may vary depending on the hiring facility.

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Qualifications And EvaluationQualifications


  • U.S. citizenship

  • Education: (1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. AND (2) have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.

  • English language proficiency - must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph3j.

  • Physical standards - All applicants must meet the physical standards for the position. A physical examination prior to employment may be required.

  • License, Registration, Certification Requirements - Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g. Puerto Rico) or the District of Columbia.

  • GS-13 Specialized Experience - In addition to the experience requirements at the GS-12 level, at least 1 additional year of experience as a psychologist equivalent to the next lower grade level and the candidate must demonstrate the following knowledge, skills and abilities:

  1. Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations.

  2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.

  3. Knowledge of clinical research literature.

  4. Ability to provide supervision in areas related to behavioral health and social service provision in order to accomplish the organizational goals and objectives.

  5. Ability to provide fair, principled and decisive leadership for a work environment that promotes shared accountability.
