Halfaker has an opening for a Application Program Manager to join our talented, dynamic team.
Confer with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements such as forms of data input, how data is to be summarized, and formats for reports.
Write detailed description of user needs, program functions, and steps required to develop or modify computer program.
Review computer system capabilities, workflow, and scheduling limitations to determine if requested program or program change is possible within existing system.
Study existing information processing systems to evaluate effectiveness and develops new systems to improve production or workflow as required.
Prepare workflow charts and diagrams to specify in detail operations to be performed by equipment and computer programs and operations to be performed by personnel in system.
Conduct studies pertaining to development of new information systems to meet current and projected needs.
Plan and prepare technical reports, memoranda, and instructional manuals as documentation of program development.
Upgrade system and correct errors to maintain system after implementation.
Assist Computer Programmer in resolution of work problems related to flow charts, project specifications, or programming.
Prepare time and cost estimates for completing projects.
Direct and coordinate work of others to develop, test, install, and modify programs.
Work under general supervision, a wide degree of creativity and latitude required
Ability to look at major programs and determine the big picture issues, break them down in to workable components and ensure others understand options and direction
Strong analytical skills
Detail and process oriented
Master's degree and 15 years related experience and/or training
VA BI security clearance
10 years of additional relevant experience may be substituted for education
Position requires the ability to obtain a security clearance
