Job Summary

Travis County is seeking a successful individual with a proven track record of quickly and effectively assessing, acclimating and contributing to an organization's success. The County Executive of Operations Management (CEOM) serves under the general policy direction of, and is the chief liaison to the Travis County Commissioners Court. This position requires expertise and skill in directing a broad range of operations, including Facilities Management, Human Resources Management, and Communications and Records Services departments. Works collaboratively with other County Executives to achieve the goals and objectives of the Commissioners Court, and provide demand-responsive support to the Commissioners Court and the County Departments served, and works collaboratively with other County Executives to achieve the goals and objectives of the Commissioners Court.

Works collaboratively with other Travis County Executives to achieve the goals and objectives of the Commissioners Court. Manages multiple departments through senior administrators to ensure completion of performance mission and objectives in compliance with multi-million dollar operating and capital budgets, including oversight of the development of programs that increase efficiency, effectiveness and long-range planning. Operates as the direct supervisor, providing executive direction and manages a broad range of functions relating to Facilities Management, Human Resources Management, and Communications and Records Services. Oversees a workforce of Travis County employees, as well as the planning, financial, and administrative functions of these functional areas. Coordinates with other governmental entities to ensure that services delivered meet the needs of departments and constituents served. Develops and interprets policy and procedures for elected and appointed officials, department heads, constituents and other governmental entities. Sets the standards for best management practices. Provides demand-responsive administrative support on complex issues to the Commissioners Court and County departments served.

DISTINGUISHING CHARACTERISTICS: This is a job classification within the County Executive job family; appointed by the Commissioners Court, the incumbent is the chief liaison between the Commissioners Court and the assigned functional areas. The County Executive serves as a member of County Executive management team. This classification may require a flexible work schedule to meet the needs of the offices and departments.


  • Facilities Management Department: to include manage and provide professional services for project management, planning, design, construction, maintenance, operations and leases to meet economic and functional needs of Travis County through an interdisciplinary, collaborative team of design and construction industry professionals partnered with skilled facility operations and maintenance technicians.
  • Human Resources Management Department: to include partnering with county departments, providing support by professional human resources staff to provide services related to benefits, compensation, staffing & recruitment, organizational development, risk & safety, employee wellness, and Human Resources Information Systems (HRIS).
  • Communications and Records Services: to include the County's public law libraries, TCTV channel 17 television station, internal print and mail services, imaging, storage, and destruction of county records, internal copier and office equipment repair, coordination of the county's policy manual, the public information resources, and document the functions and activities of the Travis County government, support the conduct of the government by preserving and providing access to essential county records, and maintain the history of the county and its community through the preservation of records with historical value through the County archives.
  • Any other areas assigned by the Commissioners Court. Duties and Responsibilities

As the Chief Executive in the Operations Management functional areas, the County Executive is responsible for:

  • Developing, reviewing and recommending actions related to critical issues, initiatives, new policies and changes to existing policies (both recommended to the Court for approval or at the direction of the Court).
  • Planning, directing and reviewing the management oversight for multiple departments, through department directors.
  • Hiring authority, firing authority, performance management, policy adherence, and grievance matters.
  • Overseeing development of performance measures for functional areas to ensure alignment with short and long range goals and objectives, both within the assigned functional areas, and as a member of the Executive Management Team.
  • Demonstrating continuous effort to improve operations and seamless customer service, including plans for future services and budgetary requirements.
  • Interaction with the public, other governmental agencies, organizations (both for-profit and not-for-profit), and other concerned citizens.
  • Collaborative interaction with Travis County elected and appointed officials, department heads, and officials from other governmental agencies.
  • Compliance with Federal, State, and Local codes, county policies, and directives from the Commissioners Court.
  • Presenting technical information clearly and logically in a manner that is easily understood to Commissioners Court, and various and diverse audiences.
  • Cultivating cooperative partnerships with other elected and appointed officials and department heads, within the organization, outside public and private organizations to provide infrastructure, and conduct needs assessments to monitor and improve customer service delivery.
  • Directing and collaborating on research and development in prioritized areas, such as future building programs, program development, projected personnel requirements, funding projections and future legislation.
  • Collaborating on a regular basis with local policy makers to ensure consistency of plans and projections with local standards, legislative mandates and community expectations.
  • Performs other job-related duties as assigned. Minimum Requirements

Education and Experience*:* Bachelor's degree in Business Administration, Management, Public Administration or a field directly related to one or more of the functional areas assigned;


Eight (8) years of professional management and leadership experience, including significant previous employment experience in position(s) of a similar scope and responsibilities.

Five (5) years combined senior professional management and leadership experience at the executive level of state or local government, or public sector management/administration, including supervision of managerial and professional level work activities with responsibility for developing, implementing, and managing goals and objectives with significant organizational impact; developing work plans and/or strategic plans.

Licenses, Registrations, Certifications, or Special Requirements*:* Valid Driver's License. NOTE: If out-of-state license, must acquire Texas Driver's License within 30 days of hire date.

Preferred*:* Master's degree in Business Administration, Management, Public Administration or a field directly related to one or more of the functional areas assigned.

Knowledge, Skills, and Abilities*:* Demonstrated Knowledge of:

  • Theory, principles, policies, practices and techniques relating to functional areas, including strategic planning, personnel management, budgeting, and managerial accounting.
  • Theory, principles, policies, practices and techniques relating to public administration at the executive level including budgeting from various funding sources, complex contract negotiations and administration, planning, communication and presentations, research and systems analysis.
  • Federal, State, Local and County applicable laws, codes, rules, regulations and guidelines.
  • Computer equipment and software packages related to functional areas and executive management.
  • Problem solving, technical analysis, modeling and statistical analysis, alternatives analysis.

Physical requirements include the ability to lift/carry up to 25 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, carrying, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, driving, client/customer contact, balancing, occasional indoor/outdoor activities to perform the essential functions.
