Performs complex (journey-level) managerial work administering the daily operations and activities of an education, policy and plans section of (TDEM). Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, plans, educational programs and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Plans, assigns, and supervises the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Manage activities of section staff within an assigned program area of TDEM.
Oversee the preparation of management and productivity reports and studies.
Oversee special investigations, program analysis, research studies, and internal audits.
Establish goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
Develop and implement techniques for evaluating business functions or division or department activities.
Develop and evaluate budget requests, monitors budget and grant expenditures, and makes adjustments as necessary.
Develop, review, revise, and implement legislation.
Plan, develop, implement, coordinate, monitor, and evaluate policies, reference materials and procedures; and monitor compliance with policies and procedures.
Identify areas of needed change and makes recommendations to improve planning and operations.
Provide technical guidance for a business function, division, or department.
Represent the business function, division, or department at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
May manage programs focusing on continuous process improvement.
May manage staff development plans and activities.
Plans, assigns, and supervises the work of others.
Perform other duties as assigned.
Education and Experience:
Education - Graduation from an accredited four-year college or university with a major or coursework emphasis in emergency management, homeland security, education, planning, public administration, business management or a related field is preferred.
Experience – Minimum of five (5) years' experience performing progressively responsible experience in program or business management of a metropolitan, state, public sector, military or large-scale private sector organization; including two (2) years' experience within an emergency management, emergency response, education, training or grant management profession is preferred.

Licensure and/or Certification - Must possess a valid driver license from state of residence. Requisite within twelve (12) months of employment to complete the following courses and obtain certifications: IS-100, IS-200, IS-700, IS-800 FEMA courses and any other training as may be determined.
Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Interpersonal Skills– Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills– Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills– Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Travel and/or Schedule- Availability for after-hour and weekend work is required.
DPS employee who is selected for a position in their current salary group and state title will be transferred with no salary change.
DPS employee who is selected for a position in their current salary group with a new state title may receive an increase up to 3.4%.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
