Performs advanced and/or supervisory (senior-level) computer programming work. Work involves overseeing programming projects, analyzing proposed computer applications and complex administrative systems; identifying and defining user requirements; defining computer systems to satisfy those requirements; writing, documenting, testing and refining applications and software programs to accomplish program objectives; implementing and maintaining systems and providing technical support to users. May assign and/or supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Design highly complex web and client applications using .Net, IIS, Browser infrastructure, XML and C# programming languages.
Support IT Law Enforcement applications that are critical to the Agency and outside Law Enforcement Agencies.
Develop solutions to LES Application software-related problems.
Assist members of the IT Application team using expert skill sets and process knowledge for resolution of application outages; collaborate with the Database Administrators and
Server team in researching and resolving issues/outages.
Meet with Agency Divisions/Customers to discuss new projects and requested enhancements. Prepare detailed analysis, plans, diagrams and verification procedures for existing applications, enhancements to existing applications and proposed computer applications.
Develop code for LES application customer requested enhancements and new projects.
Create Work Breakdown Schedules, track task dependencies, and report project progress to customer.
Design database structure, and coordinate building/populating database tables with the Data Base Administrators.
Compose, review and correct documentation on technical systems. Coordinate and collaborate with Platform and Database groups to design technical systems.
Develop, implement and oversee implementation of specialized programs to supplement and enhance systems software.
Work with Server Team to set up new IIS servers.
Perform other duties as assigned.
Education and Experience:
Education – Graduation from an accredited four-year college or university with a major in Information technology or a related field.
Experience – Minimum of five (5) years' experience on a team with technical developers using all of the following: IIS, .Net, C#, XML, MS Visual Studio, and MS SQL-2008 (or higher). Minimum of five (5) years' experience with distributed systems processes, execution, and infrastructure.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Technology (computers/hardware/software/operating systems) –
- Considerable knowledge of development using Windows operating systems; in developing client-server , production business applications; designing, developing, and implementing web applications, which provide simple to complex business solutions; in the following environment: IIS, .Net, C#, XML, MS Visual Studio, MS SQL-2008 (or higher), and related tools for application development.
- Thorough knowledge of client server and personal computer equipment, operating procedures and systems; of principles, practices, and techniques of computer programming systems analysis.
- Skill in designing programs and system logic, in coding, testing, and correcting operating errors in computer programs; deploying applications on IIS, and configuring IIS for security and optimal performance, automating builds from development to production; troubleshooting applications and configurations on IIS.
- Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
