This position is located in the Financial Services Center (FSC), Financial Healthcare Service (FHS), Program Management Support Office. You will serve as a training specialist located in the Financial Healthcare Service with responsibility for providing training and analytical support to the Service Director, FHS.
Provides direction in the implementation and maintenance of the training programs supporting the processing systems for medical claims and works directly on projects related to the improvement of such systems.
Resolves technical and administrative problems evolving from changes in concepts, schedules, technology, workload and methods of instruction resources needed and course modifications.
Works with program/project managers to analyze the tasks, and develop flow charts and storyboards to illustrate how the complex medical claims software will work based on desired workforce behavior and business objectives.
Develops and fields surveys to obtain feedback on quality of training conducted; and then interprets results, presents recommendations to the supervisor, obtains approval to initiate appropriate changes to course of instruction, manages implementation of corrective action.
Performs academic review of all training lesson guides and plans, practical exercises, examination questions, training aids, advance sheets, and other related training materials; and ensures quality control in terms of compliance with guidance, reliability, accuracy, and technical correctness.
Qualifications And EvaluationQualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this vacancy, applicants must have held GS-11 or higher for at least one year to be eligible for the GS-12 grade level of this position. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience (for positions above GS-5): You must have experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
You must have one year of specialized experience equivalent to the next lower grade level (GS-11). Specialized Experience is experience that is in or related to the position to be filled that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties described. Specialized experience is experience planning, scheduling, developing and implementing training policies to support medical claims processing projects and studies to evaluate and recommend ways to improve work operations in a program or support setting.Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Knowledge of the theory, principles, concepts, and practices of developing and implementing organizational training programs and the ability to apply this knowledge to very broad and difficult assignments.
Knowledge of planning and conducting studies which evaluate course materials, presentation methods, system requirements, and student performance to meet program objectives.
Ability to write in order to develop course curriculum, evaluate organizational training objective measures and develop briefings.
Ability to deal tactfully and convincingly with staff members both inside and outside the organization regarding the coordination and development/refinement of training materials.
