Job Summary

Performs highly complex (senior-level) supervisory, administrative and technical work to accomplish assigned objectives related to program operations of the Regulatory Services Division. Work involves establishing program goals and objectives; developing program guidelines, procedures, policies, rules, and regulations. Plans, assigns, and supervises the work of personnel in assigned geographical areas. Responsible for resolving complex issues related to regulatory programs and providing guidance to assigned staff, the public, and law enforcement. Work is performed under limited supervision with moderate latitude for the use of initiative and independent judgment.

General Duties:

Oversees the day-to-day operational activities of employees providing services for one or more regulatory programs. Plans, assigns, and supervises the work flow of others to accomplish objectives and to ensure quality work is completed in compliance with State and Federal laws.

Establishes program goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and oversees program and personnel evaluation activities. Establishes and reviews employee assigned travel to ensure achievement of maximum effectiveness and results.

Provides continual training through district meetings, in-person and remote communications. Coordinates with staff and training personnel to establish in-service school criteria. Trains and/or monitors the training of subordinates.

Develops and implements program guidelines, procedures, policies, rules, and regulations and monitors compliance with policies and procedures.

Provides technical assistance in a program area.

Provides guidance to employees in handling difficult or complex problems in assigned program areas.

Interprets guidelines, regulatory requirements, contractual agreements, and pertinent laws to provide guidance.

Coordinates with and/or provides information to local or state law enforcement personnel on special investigations involving businesses and individuals involved in processing, manufacturing and/or selling regulated program documents. Prepares reports for testimony and appears and testifies at administrative hearings or in court on violations, as required.

Supervises the use of and maintains responsibility for assigned program supplies and state equipment; ensures that equipment is properly maintained and approves requests for necessary repairs; monitors inventory levels and orders replacement supplies and materials as needed.

Develops and implements techniques and metrics for evaluating programs and monitoring progress.

Oversees the preparation of program management and productivity reports and productivity reports and studies.

May prepare and conduct seminars and presentations regarding assigned program area for citizens, clients, staff, management, or elected officials.

May audit records of regulated programs and recommend approval or disapproval of program providers for continued operation and assist in serving suspension and revocation orders on program providers or violations of laws and regulations.

Perform other duties as assigned.

Education and Experience:

Education - Graduation from an accredited four-year college or university with a Bachelor's degree with Major or coursework emphasis in Business administration, criminal justice or other related field.

Experience – Minimum of two (2) or more years work experience performing compliance audits for a regulated program with at least three (3) years of supervisory work experience.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. (30 college course credits equals one year)

Licensure and/or Certification - Must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, and of developing performance and productivity standards. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Knowledge of the development, preparation, fiscal management, and control required to administer a program budget. Ability to interview, supervise, schedule, and evaluate work of others; and to provide effective coaching and leadership. Demonstrated skill in using logic and reasoning to identify strengths and weaknesses of solutions, conclusions, and/or approaches to problems.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Travel and/or Schedule - Availability for after-hour and weekend work is required.
