DutiesMajor Duties

The incumbent serves as the budget technician and financial administrator for the Research & Development Program.

The incumbent:

·Manages the receipt and expenditure of VA research funding.

·Enters budgetary data into a variety of forms, schedules and reports.

·Recommends and makes adjustments to data when required.

·Provides a variety of reports related to the status of funds, expenses, obligations, FTE and


·Enters data from a variety of sources into forms reports and schedules to ensure an accurate

portrayal of status of funds.

·Performs studies and audits on control and use of funds throughout the year. Assures that

obligations incurred and resulting expenditures

of funds are in accordance with regulations.

·Performs budget formulation duties involved in the process of preparing detailed analysis and

estimates on annual funding needs for one or more future budget years.

·Independently prepares financial reports, correspondence and fact sheets for use by officials in

support of their decision making authorities.

·Uses IFAP, FMS, RMS and DMS accounting systems to order and track equipment (2237s) and

supplies, purchase services (1358s), track monies for individual investigators

and pay


·Ensure timely receipt of supplies, equipment and services. Document to close order and bill to

correct account. Pays invoices in DMS an electronic tracking


Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.

Qualifications And EvaluationQualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For the GS-7 level, applicants must have held the GS-6 or higher grade for a year.The grade may have been in any occupation but must have been in the Federal Service.Specialized Experience:Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is work such as researching and obtaining information to prepare and recommend a fiscal year budget; collecting information, tracking fund controls, prepare recurring summary reports, monitoring budgetary information such as credit cards, purchase orders, payment adjustments, travel vouchers, etc., using computers to prepare forms, tables, charts, graphs, and maintain large computerized report databases.To be creditable at the GS-7 level, specialized experience must have been comparable to the GS-6 level.Education: As a general rule, education is not creditable above GS-7; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
