Currently we have an opening in our Human Resources Department for aRecruiter/Employee Relations Representative. Under general direction, this individual will interview, screen and recruit candidates in order to fill exempt and non-exempt positions in a timely manner; will also extend offers of employment and conduct exit interviews; promote two-way communication between management and employees in order to enhance mutual trust and facilitate the resolution of concerns; compose various HR related documents to be distributed to all levels of management including Bank employees.

Job Responsibilities: • Reviews job descriptions, identifies essential functions and composes minimum qualifications in compliance with the ADA; recommends the use of competencies and reviews and obtains hiring management approval prior to beginning the recruiting process; sets clear expectations and drives the client relationship • Reviews resumes and applications (both internal and external); screens and interviews applicants based on their job related qualifications such as academic record, written and verbal communication skills; arranges departmental interviews including FRB system interviews • Full life cycle recruitment for assigned business departments including candidate engagement, assessment of candidate suitability and fit, managing the interviewing process and closing/negotiating offers • Manages the active candidate pool while ensuring a positive and consistent candidate experience and internal stakeholder satisfaction • Facilitates the use of Behavioral Based Interview methodology throughout process and ensures that each business partner is skilled in the process • Executes and supports the HR recruitment strategy including development and expansion of the Fed’s social media and digital recruitment platforms • Leverages the appropriate technology tools and resources needed to execute on search strategy • Delivers results as measured by performance indicators, including data integrity, time in process, candidate quality and diversity, process adherence and candidate/stakeholder satisfaction • Monitors salary recommendations in accordance with the Bank's compensation guidelines; may request and evaluate credit checks results of reference checks for appropriate positions; makes verbal offers to candidates and confirms offers in writing; arranges for completion of pre-hire documentation including physical examinations, substance abuse testing and background investigations • Counsels management and assists employees with job related issues to ensure compliance with Bank policies and procedures; advises management on disciplinary action, conducts investigations, and works closely with in-house counsel on adverse employment actions • Coordinates special assignments assigned by Human Resources management which may include managing and administering projects or assisting in other areas of Human Resources as needed • Maintain confidence and integrity when working with confidential situations and information

• Supports field recruiting efforts on an as needed basis

Minimum Qualifications: • Demonstrated successful track record in volume hiring for full lifecycle recruiting process in a corporate environment • Behavioral interviewing knowledge and experience preferred • Experience with technology tools and digital platforms including Applicant Tracking System (ATS) and social media tools • Expert knowledge of candidate assessment and screening • Understanding of employment law including but not limited to FMLA, ADA and Title VII • Strong consulting, relationship management and negotiation skills • Demonstrated ability to multi-task, manage multiple deadlines, oversee projects, influence without authority and drive for desired results • Excellent written, oral and interpersonal skills required to effectively communicate with applicants, managers, employees and vendors • Ability to counsel and assist management and/or employees with job-related problems as well as interpretation of Bank policy and procedures • Demonstrated ability to resolve complex problems and recommend decisions which are in the best interest of the organization • Ability to maintain trust and integrity when working with confidential situations and information • Excellent customer service, time management and listening skills • Ability to negotiate and maintain composure under pressure • Experience developing strong partnerships with the Bank Management, HR Partners and internal and external Customers, influencing as needed

Education and Experience: • Minimum two to four years of relevant professional experience in recruitment and employee relations, or closely related field; additional experience preferred • Bachelor’s degree in Human Resources or other business related field of study • PHR/SPHR or other industry recognized professional certifications preferred; CDR, ACIR, CIR a plus • Experience with PeopleSoft and Taleo preferred; Microsoft Office experience required • Corporate recruiting experience preferred, including the ability to manage the ever changing social media landscape • Equivalent education and/or experience may be substituted

Work Hours and Conditions: 8:00 a.m. to 5:00 p.m., Monday through Friday with flexibility to meet the needs of the customers as required by project schedules or management
