Scope of Job
Serve as a senior advisor to the Dean of the UTRGV School of Medicine and to the UTRGV Executive Vice President for Finance and Administration, and is responsible for the financial and administrative functions of UTRGV School Of Medicine. Responsible for the development and operation of an effective system of accounting and budgeting controls over all initiatives of UTRGV School of Medicine and for advising and making recommendations to the UTRGV President in determining overall objectives, policies and plans whenever accounting and budgeting is involved.
Description of Duties
Serve as the chief operations officer for UTRGV School of Medicine and represent the dean on administrative, business, and financial matters with affiliate hospitals and organizations.
Lead the financial and administrative functions of UTRGV School of Medicine providing strategic direction and goal setting for operational executives in areas such as finance, human resources, information services, planning, facilities and operations.
Ensure that cascading organizational objectives, policies, and programs foster operational efficiency, organizational development and improvement.
Provide overall financial and budgetary leadership recommending or approving the allocation of resources, optimizing strategic investments and fostering the financial health of UTRGV School of Medicine.
Serve as UTRGV School of Medicine’s principal business officer to the Association of Academic Health Centers and the Association of American Medical Colleges.
Assess finance, information technology, human resources and faculty affairs, operations, planning, construction and internal consulting for effectiveness in operations and identifying necessary policy changes to drive improvement.
Develop and negotiate financially related terms for contracts with the affiliated clinical partners and/or external entities as directed by the UTRGV President. Work with the general counsel and other content experts in providing timely information for completion of contracts.
Serve as a member of senior leadership groups for all major decisions affecting UTRGV School of Medicine. Provide information and counsel to the executive leadership team on fiscal and administrative matters related to institution-wide planning, policies and procedures.
Oversee information and technology offerings to ensure the organization has quality information resources including business intelligence tools necessary to make decisions that support each department’s functions and mission.
Maintain a dynamic human resources function, which enhances and supports the organization’s competitive position through employee relations, compensation, talent development, recruitment, benefits and business driven data reporting and analytics.
Ensure sufficient security and safety resources are in place to protect the organization’s facilities, intellectual property, faculty and staff against security breaches or safety risks.
Negotiate and build alliances and contracts with healthcare affiliates and government agencies on a local, national and international level to solidify and maintain connections with strategic partners.
Collaborate with associated health system partners and affiliates to ensure each of the organization’s primary clinical, research, education and community engagement missions.
Represent UTRGV School of Medicine at a number of high-level committees related to strategic interests, institutional governance and affiliate hospital and research partners.
Maintain awareness of political activities, current and proposed legislation, changing economic and demographic environment and overall business climate affecting UTRGV and relate this insight to the institution’s changing needs.
Perform other duties as assigned.
Master’s degree in business, finance, health care administration or a strongly related discipline from an accredited university.
Five (5) years of involvement and successful track record of leadership in institutional operations, financial and budget administration, human resources, IT, facilities administration, and planning gained within a medical school, major research university, and academic medical center or faculty practice plan.
Extensive knowledge of financial operations, strategic and financial planning, contracts, reimbursement, budgeting, capital planning, human resources and facilities planning in an organization of similar complexity.
Particular strength and depth of experience in transforming strategy into action, resource allocation, organizing and management administrative workflows.
A broad understanding of complex issues facing higher education, and medical education in particular, and the understanding of how to develop strategies to ensure effective infrastructure and progressive management.
Demonstrated skills as a team builder and problem solver.
Track record of and strong commitment to the enhancement of diversity within the organization.
Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required.
