Job Summary

The El Paso VAHCS is part of VISN 17 Network, and is a standalone ambulatory care facility with over 900 employees and growing. This opportunity offers a competitive salary, excellent benefits, liberal vacation and predictable work hours.

DutiesMajor Duties

The Home Based Primary Care (HBPC) Psychologist will provide care, treatment and services to Veterans who live/reside in primarily home settings of a diverse nature. An ability to drive long distances is essential, as well as to adapt to the Veteran's environment in order to facilitate a therapeutic milieu. Knowledge of personal and other's safety, violence in the home, infection control, HIPPA, and use of technology such as laptop computers and cell phone is required.

Major Duties:

  • Diagnoses mental disorders;

  • Conduct psychological assessments;

  • Treat mental disorders through a variety of modalities;

  • Provide adjunctive interventions for treatment of medical disorders.

Work Schedule: Monday through Friday, 8:00am to 4:45pm

Qualifications And EvaluationQualifications

Basic Requirements:

  • U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

  • Education. Have doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed; OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a respecialization program meeting both the following conditions (a) the respecialization program must be completed in an APA or a CPA accredited doctoral program; and (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed.

  • Internship. Have successfully completed a professional psychology internship (pre-doctoral) training program that has been accredited by APA or CPA at the time the program was completed; OR New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sactioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time; OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151; OR Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed (board certification must be maintained)

  • Licensure. Hold a full, current and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the US or the District of Columbia.

  • Physical Requirements. Must pass pre-employment physical.

  • English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a.

Preferred Experience: Home Health Care

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Grade Determinations:

Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

Experience. In addition to the experience requirements at the GS-12 level, at least 1 additional year of experience as a psychologist equivalent to the next lower grade level. In addition the candidate must demonstrate the following KSAs:

  • Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations.

  • Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.

  • Knowledge of clinical research literature.

Assignments. This is the full performance level for staff psychologists. At this level psychologists are licensed at the doctoral level to practice independently in the provision of psychological services consulting with peers and supervisors as appropriate.

Quality of Experience: Experience is only creditable if it is post-doctoral degree experience as a professional psychologist directly related to the duties to be performed. Qualifying experience must also be at a level comparable to professional psychology experience at the next lower level.
