About the Position:Position is located at Brooke Army Medical Center, Plans/Training/Mobilization/Security Division, Fort Sam Houston, TX. Responsibilities include but not limited to preparing and providing readiness support/training to the hospital and other organizations in the event of an emergency. This is a TERM position NTE 4 years.

You will maintain the Army Medical Center, internal emergency operations, contingency and disaster assistance plans; including, but not limited to, military medical support of overseas contingency operations, theater security missions, medical unit mobilization operations, readiness exercises and training, The Joint Commission (TJC) preparation, readiness, and compliance. The Plans Officer maintains the Divisions contracts, budget. Develops, prepares and maintains the hospital Commander's long-range strategy for medically supporting new missions, organizational change, and military readiness training. Interprets higher headquarters directives, military orders and provides complete and timely guidance so that subordinate organizational/unit planners have a clear understanding of the requirements and responsibilities. Conducts analysis to determine actions required to fulfill taskings received from broadly defined MACOM, Agency and DOD/OSD and Office of The Surgeon General (OTSG) OPLANS; or orders to effectively develop Organizational policies and procedures. The Plans Officer prepares staff and material for deployment in support of Medical Readiness Training Exercises (MEDRETE) and is responsible for all other planning associated with hospital deployment operations, by coordinating all phases of the Military Decision Making Process pertaining to medical readiness, budgeting; logistics and staff coordination necessary for successful hospital deployments.

Experience required:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Experience in developing, evaluating and publishing medical response contingency plans, conducting medical mobilization readiness training or exercises, reviewing and analyzing operations orders and plans, interpreting rules and Army Regulations, and briefing management on status updates, reports, or plans.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of Medical Mobilization and Contingency Planning.
  • Skill in Training.
  • Knowledge of Medical Department Operational Structure and Programs.
  • Ability to Communicate Orally.
  • Skill in Written Communication.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade (or equivalent).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

*Education Substitution for Specialized Experience for the GS-11: *Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. (Note: You must attach a copy of your transcripts.)

Tentatively selected applicants will be required to sign DA Form 5019 (Condition of Employment for Certain CivilianPositions Identified as Critical Under the Department of the Army Drug-Free Federal Workplace Program) requiring participation in random drug testing as a condition of employment.
  • This position is designated as Emergency Essential. The person selected for this position must sign a statement of understanding and an agreement to continue to perform the duties of this position in the event of a crisis until relieved by proper authority. Prior to appointment to this position, you must a statement documenting your consent to be immunized with the complete anthrax vaccination series and subsequent annual boosters. This is a condition of employment. If selectee has family members overseas, they will be evacuated from the crisis zone with the same priority as other DoD-sponsored evacuees. Members of Ready Reserve must be released from reserve status to go into emergency essential positions.
