COE Program Manager
We are looking for an experienced Program Manager to coordinate and help execute a center of excellence model. Center of Excellence is a broad term used throughout industries to represent an operating strategy that delivers a competitive advantage through focus and expertise in a limited number of services. Our vision for the Center of Excellence specific to specialty pharmacy is to create a diverse specialty pharmacy ecosystem that meets the needs of the evolving healthcare market, our patients and customers. This critical $17M program will require the strategic coordination of multiple resources and business units across the United States.
The program manager will manage multiple work-streams, some of which are complete programs within themselves.

Training/ Customer Support
Reporting to the Steering Committee, this position will have significant visibility in front of the Biologics & Care Advantage Leadership Team and other leaders across the organization. The Program Manager will oversee the activities of multiple business, technical and subject matter resources. The Program Manager will be the primary person responsible for managing the scope of work and raise risks/ issues to leadership as required to meet business needs and to deliver the COE Program on time, on budget and meeting or exceeding quality expectations.
Leadership, initiative, communication, program management expertise, organization, people skills, conflict management and commitment to our ICARE shared principles are some of the key attributes required for his/her success.
Summary of Position
The COE Program Manager is responsible for the successful delivery of the complete COE program effort. Successful delivery is defined as follows:
On time: All work streams achieve all milestones as per the program plan.
On budget: All individual work streams complete their activities within the approved capital investment.
The right scope: All people (resources), processes and technology requirements are appropriately covered across Biologics and Care Advantage.
With the right quality: Minimize disruption to business, operations and patient care during and after implementation. Achieve specific targets as per the program success metrics.
To achieve this, over the course of this multi-year strategic transformation effort, he/she will:
Coordinate the definition of the various program sub-plans including detailed design, test, delivery, training, communication, data, vendor and payer management and benefit realization
Work with the individual work stream leads and finance to implement the required processes and controls needed to ensure that the overall budget and required investment are managed and reported appropriately
Continuously monitor project activities and context to ensure the project scope is adequately managed to meet business objectives
Ensure that program success metrics are properly communicated to all stakeholders and implement processes to measure progress against the success metric
Provide direction to business directors, managers, project managers as well as internal and external resources on the execution of program activities
Manage and resolve conflicts between multiple concurrent work streams
Oversee and coordinate all aspects of the COE Program
Ensure that resources are aligned and assigned accordingly to ensure each of the projects reporting up through him/her move at the planned pace and are staffed appropriately
Plan and direct schedules as well as project and work stream budgets
Monitor the program from initiation through delivery, interfacing with customers on business, technical and personnel matters
Assess program issues and risks, and develop resolutions to address them
Escalate issues and risks at the appropriate time to the appropriate committees
Report on progress, budgets and overall status
Coordinate and conduct program meetings
Provide strategic, analytical, business, personnel and technical guidance to project team
Recommend/take action to direct the analysis of and solution to problems
Interface with senior executives across the company (Biologics/ Care Advantage) to coordinate resources and activities needed to design, test and deliver COE solutions
10 years of experience delivering large, geographically distributed, and complex programs requiring concurrent business, process, people and technology activities
Bachelor s Degree in Business, Engineering, Computer Science or similar field
PMP Certification highly desired
Demonstrable success delivering complex programs on time, on budget and meeting scope and quality expectations
Experience with Healthcare solutions, a plus (such as Pharmacy System tools)
Big-five consulting experience in strategy, process reengineering, change management, and infrastructure management is an asset
Master s Degree in Business, Healthcare Management, Computer Science or similar is an asset
General office demands
Travel estimated at 25%. May vary during the lifetime of the program
