Job Description • Develops effective and efficient HSE Management System processes and provides technical expertise and influences site management on HSE matters for the following Novartis Processes – Contractor Safety Management and Serious Injury and Fatality Management (SIF).
•Develops systems and tools for site leaders to use to ensure compliance with all pertinent HSE regulations, permits, statutes, local ordinances and/or other externally driven requirements.
•Develop and implement systems and tools for site management and personnel to use to ensure conformance with all pertinent Novartis HSE Guideline and associated Guidance Notes.
•Ensures that HSE services are provided to the site in an effective and efficient manner in alignment with business objectives and works directly with business leaders.
•Responsible for ensuring the administration of sound Contractor Safety process throughout the site organization, coordinating internal activities and liaising with the responsible corporate organizations.
• Develop, implement and maintain a fit for purpose contractor safety management program to identify, evaluate and control the HSE risks associated with site contractors who provide a variety of services - Construction Services, Facility Services, Professional and Administrative Services.
•Implement HSE tools and process within the entire life cycle of contracting activities – pre-qualification, pre-award, mobilization, work in progress, prestart-up/commissioning, post job.
•Assist with the development of Site Safety Plans based on work scope and risk to minimize SIF potential of contract workers.
• Perform risk assessment of site high risk activities which may have SIF potential and ensure that suitable controls are established and maintained to reduce the risks to an acceptable level.

•College/university degree in safety management, industrial hygiene, environmental science, occupational health and/or medicine, engineering, or related field. Minimum of Bachelor's degree
•Fluency in English essential.
•At least 8-10 years of professional experience related to Health, Safety and Environmental
•At least 5 years of professional experience in Contractor Safety Management.
• Ability to effectively interact and communicate at all levels of the organization. Excellent verbal and written communication skills with a diverse range of people, including the proper handling of confidential, sensitive, or emotional situations
•Leadership ability to positively motivate teams to achieve superior results

•Ability to plan, organize and prioritize multiple and simultaneous projects and assignments
