The current product family, called “Electronic Train Management System” (ETMS®) has been selected by all of the Class 1 railroads as the basis for meeting the U.S. government interoperable Positive Train Control requirements. TMDS® is the product that provides a cost-effective, technologically superior solution gives our customers control over their day to day operations and supports their future growth. In North America, TMDS® is now operating on almost 200 dispatch positions and is on its way to controlling over 60,000 route miles.

Currently, we are expanding our team with a Program Manager to support continued growth with our products and customers.


Manage all aspects of the business relationship with assigned customers including acting as the primary single point of contact. The Program Manager will oversee all system and software project activities for assigned customers associated with the definition, development, field test and implementation of the Computer Aided Dispatch (CAD) solution being provided by Wabtec via its Train Management and Dispatch System (TMDS) product line. The Program Manager will be responsible for managing and communication of project plans, project status and invoicing. The Program Manager will be responsible for the allocation of on-site software and support engineering staff to project and maintenance activities.

  • Project planning fundamentals: initiating, planning, estimating, resourcing, scheduling and budgeting.

  • Project control fundamentals: monitoring, anticipating potential problems, identifying project conflicts, taking corrective action, resolving issues, managing scope, schedule and budget, and project reporting.

  • Project communication fundamentals: speaking, writing, presenting, identifying and managing expectations, managing relationships at all levels.

  • Assist in proposal development.

  • Assist in contract and subcontract negotiations with the Director, Project Management and Legal staff.

  • Prepare and manage to a Master METRA / NICTD Program Schedule, obtain concurrence of all participating organizations and negotiate agreement with the customer, including identification of work and organizational breakdown structures, requirements creation and management, cost and material estimates, milestone payment schedule, risk and communication management plans.

  • Develop, submit and negotiate project Change Orders with the customer.

  • Develop and manage sub-contractor/third party business relationships associated with the program.

  • Assist in creating the project Software Development Plan (SDP) by working closely with the Technical PM to ensure resources are allocated properly to meet schedule requirements.

  • Track and manage project and labor costs.

  • Conduct recurring customer reviews addressing costs, schedules, risks and customer considerations.

  • Provide weekly status reports to METRA / NICTD and Wabtec management.

  • Identify and manage potential issues and risks.


  • Minimum 10 years’ experience in systems / software project management.

  • College BS/BA degree required with preference given to engineering or software fields, or those with extensive business management experience.

  • Preference given to candidates with or pursuing a PMP certification, or equivalent professional certification.

  • Demonstrated ability to achieve continuous, process-driven improvement.

  • Working knowledge and experience with Microsoft Project or Primavera.

  • Effective oral and written communication skills; ability to articulate clearly and concisely, tailored to audience.

  • Self-motivated with proven ability to work independently and demonstrate strong leadership and team-building skills.

  • Ability to develop high level of credibility and strong positive relationships with customers, subordinates, peers, and management.

  • 15-20% travel requirement.
