Central to this is deployment of Programs Controls on our major projects and programs. We are seeking a talented Program Controls Manager to continue to evolve our Program Controls practice and effectively deploy controls on our major projects and programs. This position requires a team builder who is able to establish an industry leading program controls practice, and adapt this practice to each client’s specific requirements. The position will also have a highly visible role in talent acquisition, training and mentoring of a controls team to become highly effective in executing program control on each program. The position will require up to 50 percent travel, and the selected candidate may be able to be located in another POWER office outside of the posted location.

Job Summary of Roles and Responsibilities

  • Develop and continuously improve an industry leading suite of program controls process, tools and templates

  • Participate with bid teams in presenting program controls qualifications, work planning and pricing

  • Establish industry leading program controls systems and tools to support program controls on major projects and programs.This includes cost, schedule monitoring and control systems and client financial systems to enable an efficient flow of data between systems.

  • Collaborate with technical teams in deployment of program management information system (PMIS) to rapidly establish a PMIS, controls interfaces and configuration to meet program requirements.

  • Develop work breakdown structure (WBS), in conjunction with program team with the appropriate level of detail, and project schedule templates to support program cost estimating, scope, schedule and cost integration.

  • Establish efficient project cost and schedule statusing, and cash flow forecast process & templates

  • Participate in recruitment of program controls staff, including interviewing, hiring, training, and coaching to ensure consistent performance of the program controls function.Conduct performance reviews and hold controls team accountable for performance of their responsibilities as appropriate.

  • Establish risk management protocols and procedures, prepares reports required for risk assessment and assess risk occurrence as it pertains to probability, budget and schedule

  • Participate with the program mobilization teams to assess program specific controls requirements, and establish program specific controls plans to achieve specified requirements (as part of Program Playbook)

  • Collaborate with the program management staff to establish program baseline scope, schedule and budgets.

  • Establish program and project-level reports on the key performance indices (KPI), content and format for project status reports, forecasts and client presentations

  • Solicit feedback from key stakeholders and identify lessons learned on specific programs controls deployments to continuously improve the program controls offering.

  • Work with engineering managers to assure the schedule represents the execution plan

  • Analyze contractor’s schedule submissions

  • Establish quality process to ensure consistent reporting of accurate information

Required Education/Experience

  • Bachelor’s degree in engineering, construction management, or related degree

  • Fifteen (15) + years of construction schedule and cost management

  • Highly proficient in the Oracle Primavera Suite (P6 8.2, Unifier, Analytics, Team Member)

  • Knowledge and experience in CPM scheduling, earned value analysis and cost estimating

  • Experience in leading meetings with client, contractors, upper management and guide/mentor project controls staff

Desired Education/Experience

  • Professional Engineer (P.E.) registration preferred

  • Project Management Professional (PMP) certification preferred

  • Project or construction management experience preferred

  • Electrical utility experience preferred
