Texas Parks & Wildlife Maintenance Supervisor III (Lead Operations Ranger/Utility Plant Operator) in Goliad, Texas

Under the supervision of the Assistant Park Superintendent, this position is responsible for specialty level maintenance, leadership, and administrative duties of Goliad State Park and Historic Site. Duties include, but are not limited to: purchasing using procurement card, purchase order, requisition and bid solicitation; project and daily tasks organization, management, tracking and quality control; staff supervision and leadership; cultural and natural resource management; advanced electrical work, plumbing work, historic facility maintenance, repair, and preservation. Performs repairs and maintenance of large equipment and vehicles. Participates in the agency safety program. Responsible for the proper operation, maintenance and repair of the water and wastewater distribution systems. Responsible for regulatory compliance in all utility operations to include completion of required forms and reports as required by the Texas Commission on Environmental Quality (TCEQ) testing procedures and general maintenance and cleaning of water and wastewater facilities. Performs general facility maintenance, landscaping, custodial duties, report preparation and submittal, staff training, customer service and interpretive programs. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualification Guidelines:


  • Graduation from High School or GED. Experience*:*

  • Four years of facility, equipment or grounds maintenance experience;

  • Two years of experience as a supervisor or team leader, which may include oversight of paid staff, volunteers, or alternative workforces. NOTE: Experience may have occurred concurrently.


  • If driving is required, applicant must possess a valid class "C" Texas driver's license;
  • Must possess or be able to obtain, within one year of employment, a class "D" Water and Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ). NOTE: Retention of position contingent upon obtaining and maintaining required license and compliance with the Texas Commission on Environmental Quality's (TCEQ) Criminal Conviction Guidelines.


  • Five years general maintenance experience in repairing buildings, equipment, plumbing, or electrical systems;
  • Five years experience in grounds maintenance to include the operation of lawn mowers, tractors, trucks, power or hand tools;
  • Three years experience working with the public;
  • Three years experience working with historic structures/facilities;
  • Two years experience in natural resource management such as forestry or land conservation principles;
  • One year experience in administrative duties to include purchasing, developing/maintaining files and supervision.

  • Knowledge of plumbing, carpentry, electrical, masonry, janitorial and mechanical maintenance and repair tasks;

  • Knowledge of historic structure maintenance, repair and preservation techniques;

  • Skill in areas such as advanced carpentry, electrical, plumbing, equipment/vehicle repair and trail maintenance;

  • Skill in inventory control to include purchasing, organization and distribution;
  • Skill in providing quality customer service in a courteous and professional manner;
  • Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

  • Skill in using MS Word, Excel, and Outlook;
  • Skill in planning, assigning and/or supervising the work of others;
  • Ability to operate hand tools, power tools, and equipment such as chain saws, drills, lawn equipment, tractors, trucks, and other mechanized equipment;
  • Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;
  • Ability to work with little or no supervision;
  • Ability to communicate effectively with the public;
  • Ability to accurately follow instructions;
  • Ability to prepare and complete required reports;
  • Ability to trouble-shoot maintenance problems and effect solutions;

  • Ability to conduct work activities in accordance with TPWD safety program.

Additional Information:


  • Required to work in a public park with overnight camping and day use;
  • Required to work 40 hours per week, includes various schedules with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays;
  • Required to respond to emergency and on call situations;
  • Required to perform work outdoors, occasionally in adverse weather conditions;
  • Must conform to TPWD dress and grooming standards, work rules and safety procedures;
  • Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;
  • Required to meet TCEQ guidelines for testing and repair of water line / sewer lines;
  • Required to travel 5% with possible overnight stays;
  • May be required to operate a State vehicle;
  • Non-smoking environment in State buildings and vehicles.
