L-3 Mission Integration is searching for a motivated and energetic Program Manager (PM) to contribute to the success of the Intelligence, Surveillance and Reconnaissance (ISR) Programs business unit. The person in this position directs all phases of programs from inception through completion for a Federal Aviation Administration (FAA) certified aircraft program. Will also be responsible for the cost, schedule, and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria, and engineering efforts for product research, development, integration, and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas. PM required skills include, but are not limited to: team building, time management, risk management, cost control/financial management, multi-tasking, communication/briefing, presentation, strategic thinking, marketing and customer relationship building in the program management disciplines. Responsibilities: * Must be able to provide support and/or lead business capture activities.
Ability to attain quarterly and annual sales objectives assigned by management.
Understanding and interpret customer requirements in order to work in partnerships with customers to derive solutions.
Leverage new business with established customer base and identify/pursue opportunities with new customers to include thoroughly qualify new business leads and sales opportunities.
Leadership of Business Capture efforts for both simple and complex RFPs to include, but not limited to, the following: o Interacting with customers to clarify understand customer requirements.
o Facilitating and leading proposal kick-off meetings.
o Coordinating the build Basis of Estimate for proposal pricing efforts.
Manage assigned programs to meet schedules, performance, and budget commitments (contractual and expected).
Support business unit forecasting by providing weekly/monthly sales and awards forecast to leadership and maintain insight into these forecast to provide supporting detail.
Provide supervisory oversight and direction to personnel assigned to Program.
Communicate program requirements and support personnel (Engineering, Finance, Quality, Material Control, Purchasing, Manufacturing, etc).
Identifying issues impacting program performance and leading efforts to resolve them to closure.
Effectively transitioning programs from the capture phase through kickoff, execution, and closure.
Track, manage, and report program attributes including the following: o Schedule performance against contract and forecast.
o Cost performance against budget and EAC.
o Labor allocation against program needs.
o Sales and profit performance against contract acceptance and forecast.
o Program risks & opportunities.
o Technical & production issues impacting program performance.
Ability to travel domestically and internationally approximately 15% of the time to attend customer and vendor meetings.
Bachelor's degree with a minimum of 5 years applicable experience. An advanced degree and / or PMI certification is a plus.
Prefer 3 years in a similar technical PM or equivalent leadership capacity, strong project management skills, outstanding communication (both verbally and written), negotiation, organizational, and leadership skills (military experience preferred).
Recent experience in Commercial and Military Aviation/Aerospace products development and production is highly desired.
Ideal candidate will have 5 years’ experience with maintenance and modification of FAA certified business jet aircraft.
In-depth knowledge and experience in Lifecycle Management to include through-life support and sustainment of aircraft and mission systems.
Knowledge of manpower planning, milestone scheduling, PM tools, and related financial management.
Must have high attention to detail.
Experience working in both a Commercial Aviation and DOD environment is an asset.
Capable of managing and working in an environment that is fast paced, demanding, with a focus on problem resolution and Six Sigma based process improvement.
Strong organizational and time management skills.
Strongly prefer comprehensive knowledge of Gulfstream (or similar commercial jet) aircraft mechanical, avionics, related electronics and systems components. Completion of an approved Gulfstream (or equivalent) Pilot Ground School or Maintenance courses is a plus.
Intermediate knowledge of Microsoft Office products to include, Word, Excel, PowerPoint, Outlook, and Project.
Must possess an active in scope (within 5 years) Secret DOD clearance, with the ability to acquire Top Secret.
Position requires the ability to obtain and maintain a DoD security clearance which requires U.S. citizenship.
