Burns & McDonnell Terminals/Pipeline Project Manager in Houston, Texas

Burns & McDonnell is considered a leading consultant in the oil & gas industry. We have been and are engaged on nationwide projects, large and small in the upstream, midstream and downstream markets. We execute projects for major oil companies and other industrial clients. Successful candidates will have experience in upstream, midstream and/or downstream applications. Provide high level direction to all engineering design efforts for Design-only and/or Design-Build/EPC projects. Design-only projects will encompass engineering design work for traditional design-bid-build projects. Design-Build/EPC projects will encompass all design, procurement and construction management activities. Experience may include the following:

  • Familiarity with relevant industry standards including API 610, 650, 653, ASME B31.3, B31.4, B31.8, NFPA 30 and DOT Part 192 and Part 195

  • Familiarity with natural gas and liquid transportation including crude and refined products such as gasoline, diesel, jet fuel, ethanol and biodiesel

  • Layout design and details for API storage tanks

  • Design of truck load racks and associated pumping and piping systems

  • Design of additive storage, supply and blending systems

  • Pipeline hydraulic modeling

  • Compressor stations, meter stations, pump and booster stations

  • Truck, rail and marine terminal facilities

The desired candidate will be responsible to:

  • Provide project and technical leadership to identify, plan and schedule engineering and design tasks required within the project

  • Manage overall engineering design efforts for Design-only and/or EPC projects

  • Manage completion of discipline man-hour budgets and work breakdown structure (WBS) codes

  • Coordinate schedule, budget and progress measurement functions with project controls teams

  • Coordinate discipline design change notifications and draft client change orders

  • Direct field engineering services from office and/or field locations

  • Prepare project cost estimates

  • Prepare subcontract plan and subcontractor bid and award packages

  • Prepare turnover and start-up plans

  • Responsible for the implementation and use of in-house and client design and construction specifications

  • Maintain project action item lists and design RFI lists

  • Perform internal and client design reviews

  • Manage internal progress, status and review meetings, publish meeting minutes

  • Prepare monthly client status reports

  • Monitor discipline progress with vendor submittals and vendor expediting efforts

  • Direct procurement process (equipment, piping, instruments, etc.)

  • Ensure compliance with company and site safety policies

  • Manage completion of quality control checks of all engineering documents

  • Participate in project scoping, project cost estimate and manpower estimates

  • Direct project team members and subcontractors completing right-of-way acquisition, survey, environmental, public affairs, legal, regulatory and permitting with required agencies

  • Manage completion of specifications for material and equipment purchase, using data sheets, including writing equipment specifications for purchase when required

  • Travel as needed to support project requirements

  • Perform or supervise all terminals and pipeline-related engineering work products (calculations, design, specifications, etc.)

  • All other duties as assigned.

Requirements include a bachelor's degree in related field plus10 years of relevant experience. Successful candidate will have an understanding of risk management with regards to gathering, storage and transmission for oil and natural gas. Previous consulting experience preferred. Must demonstrate strong analytical and problem solving skills. Familiar with industry practices and permitting requirements for pipeline design and construction. Leadership skills needed to supervise and assist the technical work of less experienced engineers and designers. Excellent written, verbal communication and organization skills – including technical writing, required. Self-motivated, with the ability to manage changing priorities. Proficient with computers in an engineering environment, including knowledge of GIS and related software packages. Experience with pipeline modeling software preferred. Extensive knowledge of the design and construction of oil and gas upstream, midstream, downstream pipelines and facilities including, metering systems, gas compression facilities, liquid pump stations, liquid storage tanks, and gas storage facilities. Familiar with all relevant codes and regulations, specifically CFR 49, Part 192 and Part 195; ASME B31.3, B31.4 and B31.8. Experience with basic Project Financial Management, and knowledge of pipeline integrity management. Professional Engineer certification preferred.
