These positions are located within the Engineering Service at the South Texas Veterans Health Care System, San Antonio OR Kerrville, TX location. You will be performing duties of a commercial journeyman Painter, and must be able to determine appropriate methods and techniques needed for different painting and coating applications. You must be able to identify and apply appropriate chemicals, primers, bases, paints, etc. for the intended application and be able to further evaluate and determine suitability during and after application. Your duties can include but are not limited to the following:
·Prepares, finishes, refinishes all types of interior and exterior surfaces to include gypsum wall board, plaster, concrete, metal, wood, brick, masonry, asphalt, glass, flooring, tile, porous materials, etc.
·Applies prime coats and surface prep materials and chemicals in order for surfaces to receive proper finished coats, which may include one to three applications or more.
·Paints parking lot striping, parking spots, fire lanes, crosswalks, fire hydrants, fire suppression piping, way finding signage, outdoor railings, concrete curbing, steps and other various surfaces.
·Repairs and patches surfaces where holes, cracks, rips and damage have occurred.
·Uses all types of paints and solvents including oil-based, latex and bio-based paints along with chemical and petroleum-based solvents, cleaners and solutions.
Work Schedule: Monday to Friday - 8am to 4:30pm
Qualifications And EvaluationQualifications
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C (www.opm.gov/qualifications/x-118c). For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element. Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.
You will be rated on the following Job Elements as part of the assessment questionnaire for this position:
- Ability to do the work of a painter without more than normal supervision (SCREEN OUT)
2.Ability to interpret instructions, specifications, etc. (other than blueprint reading)
3.Ability to use and maintain tools and equipment.
4.Knowledge of materials.
Physical Demands: You must be able to lift and carry weight exceeding 100 pounds on a daily basis. Materials include stone, sand, concrete, bricks, mortar, wheel barrows, ladders, tools, raw steel, pipes, wood, windows, doors, wood, beams, etc. The majority of the work will be while standing, stooping, bending, crawling and/or climbing.
Working Conditions: You will work in various indoor and outdoor environments which include exposures to temperature and weather extremes, elevated work areas (rooftops) while on ladders and/or lifts; tunnels; hazardous materials (asbestos and lead); loud noises, hazardous environments; hard hat areas, dust and dirt; oils, solvents, building materials and chemicals. Protective personal equipment (respirators, hearing protection, eye protection, protective clothing and boots, harnesses, monitoring devices for confined spaces, etc. will be required daily in the completion of duties.
