DutiesMajor Duties

This position serves as Pharmacy Technician (Procurement) for Pharmacy Service with full responsibility for managing, coordinating, controlling and purchasing a wide variety of medications and/or supplies required to support the South Texas Veterans Health Care System. Duties may include, but are not limited to the following:

-Independently plans, manages and controls all inventory transactions and purchase decisions .

-Performs constant, strict surveillance for managed medication line items to ensure medical products are available for use when needed.

-Establishes stock levels, revises reorder frequencies, and forecasts future requirements.

-Plans and initiates requisitions to ensure commitments are within authorized fund and deliveries are phased to correspond to usage requirements.

-Serves as the central point of contact and exchange of information for personnel engaged in supply, production, maintenance and users relative to medication support problems affecting the Pharmacy.

-Delegated authority to purchase all non-controlled medication requests, operating supplies and outpatient medical supplies to determine adequate justification, propriety of need, availability, and locality of purchase and method of procurement.

-Executes proper medication inventory adjustments.

-Handles medication stock return for credit and makes cataloging decisions for inventory items.

-Reviews all assigned line items to ensure that stocking criteria is met and takes corrective measures as necessary.

-Orders, receives and maintains Prime Vendor activities.

-Reconciles and certifies invoices.

-Maintains all due-in records and double checks receipt documents for accuracy.

-Reviews and analyzes delinquent delivery reports, back order reports, outdated inventory reports, inventory balance reports and 90-day inactive reports and initiates corrective action or recommends necessary changes to improve overall inventory management functions.

-Prepares all correspondence related to obtaining pharmaceutical, including follow-up delinquent orders inventories, back-ordered items, stock/usage levels and requisitions, and rebates/credits from manufactures.

-Serves as the purchasing agent for all line items managed and uses IFCAP or a Government credit card for processing orders.

-Implements ADP support programs for daily logistics operations such as automated procurement systems and expendable inventory management.

-Compiles and inputs information utilized by the Pharmacy into an established database.

-Maintains complete accurate procurement records.

-Serves as resource person, working with Pharmacy personnel and other Department of Veterans Administration Medical Center's on ADP programs for logistics applications.

Qualifications And EvaluationQualifications

Basic Requirements:

·U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

·English Language Proficiency: Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English

·Education:High school diploma or equivalent; or 3 months of experience

·Certification:Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Grade Determinations:

Creditable Experience: To be creditable, the experience must have required the use of knowledge, skills, abilities, and other characteristics associated with the scope of pharmacy technician practice.

Quality of Experience: To be creditable, pharmacy technician experience must be documented on the application and verified in an employment reference, or through other independent means.

Part-time Experience: Part-time experience as a pharmacy technician is credited according to its relationship to the full-time workweek.For example, a pharmacy technician would receive 1 week of full-time credit for each 2 weeks of half-time work.

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:

7.Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures.

8.Comprehensive knowledge of, and ability to, analyze data in VA information systems.
