City of Killeen Finance Manager (Fire) in Killeen, Texas


To manage the day-to-day activities of the fire department that involve: accounting, reconciliation, auditing, maintaining fiscal records, assisting in annual budget preparation, preparation of reports, internal reviews, working with various types of local, state and federal grants. Works closely with various departments/divisions in preparing requests for proposals, purchase orders bids and specifications for the fire department.


Employee has no supervisory responsibilities.

Essential Duties:


Maintains the financial/fiscal records of the fire department and insures that proper accounting procedures are followed.

Prepares and produces documents for the fire department's annual budget.

Creates and maintains purchase orders for various fire department expenditures throughout the year.

Processes procurement card transactions for the fire department on a weekly basis.

Writes and applies for local, state and federal grants involving various types of fire and EMS programs.

Monitors and produces various timely financial reports for local, state and federal grants that the Fire Department and Emergency Management division have been awarded.

Maintains an accurate accounting system that can be used for historical data to provide projections for future fire department needs.

Collects and prepares routine financial, statistical and operational reports as assigned.

Reviews financial paperwork for accuracy.

Performs routine clerical and administrative work answering phones, maintaining files and provides information for the public.

Represent the fire department at financial/budget meetings as assigned by the Fire Chief or his/her designee and various other city employee committee meetings.

Composes, types and edits a variety of correspondence, reports, memorandums and other material requiring judgment as to content, accuracy and completeness.

Works closely with Fire Chief and staff to provide answers to inquiries related to the annual budget and routine financial matters.

Provides assistance to the Fire Chief on long and short-term projects, and assist the Fire Chief or his/her designee in making presentations at city management meetings, city council meetings and public information meetings as appropriate.

Assists Executive Assistant to the Fire Chief when needed or in the absence of the Executive Asssistant.

Maintain project and grant files.

May serve on various employee committees, as required and assigned.

Assists in training fire department employees in finance, accounting and budgeting procedures.

Perform other related duties as assigned.

Required Minimum Qualifications:


Education and Experience

A. Bachelors with a degree in accounting, finance, business, public administration or closely related Field; and B.Minimum of two years of experience in accounting finance or bookkeeping; or, C. Any equivalent combination of related education and experience.

Knowledge, Skills and Abilities:

A. Considerable knowledge of modern governmental accounting, theory, principles and practices. B.Considerable knowledge of internal control procedures and management information systems. C. Considerable knowledge of public finance systems D. Working knowledge of budgetary accounting and reporting systems. E. Skills in operating various types of office equipment to include but not limited to personal computer, portable computer, adding devices, telephone, fax, various types of soft wear. F. Ability to communicate effectively orally and in writing. G. Ability to maintain regular and punctual attendance.
