Job Description

The Project Process Engineer (Project Development Engineer) will provide process engineering related services for projects executed at the Port Arthur Refinery. Services include project management from initial project approval through the Select Phase and support of the project from the Define Phase through start up. The Project Development engineer will also participate in process studies preceding project initiation as requested and will aid in the development of the project initiation documents and investment proposals as required.

  • Work with the Production Teams to frame the opportunity and ensure the appropriate level of troubleshooting and opportunity identification has occurred.

  • Develop, validate and/or refine the project business case, which includes validation of the opportunity/problem statement, validation of the economic evaluation of projects, and update as developments warrant.

  • Develop Scouting and/or Feasibility reports for project alternatives under consideration.

  • Provide technical support for development of cost, schedule, and project execution strategy.

  • Work with the project team to develop and document the project premises and insure these premises are vetted with the project stakeholders.

  • Develop a Concept Approval Package when the desired alternative is selected and insure these project concepts are vetted with the project stakeholders.

  • Develop a Basis Of Design for the project, including a material and energy balance, process flow diagram, operating and design conditions etc.

  • Lead development of the detailed process design utilizing company / industry standards and provide over site and technical assurance of the contractors work product.

  • Coordinate the process engineering interface with specialty contractors, subcontractors, and equipment suppliers as required.

  • Provide Process support through the project Define, Execution and Start up phases.

  • Provide process input into the Basic Engineering Design Package.

  • Provide over site of the contractors detailed design, including equipment specification sheets, piping design, plot plan considerations, etc.

  • Validate process technology is properly installed, including field inspections.

  • Assist in development of operating procedures.

  • Coordinate and/or develop input into the Variable Table and insure this is reviewed and approved by the appropriate team and stakeholders.

  • Develop a test run plan as required.

  • Participate in a 30 day project critique, including a comparison of expected to actual benefits.


  • Must have legal authorization to work in the U.S on a full-time basis for anyone other than current employer.

  • Bachelor's in Chemical Engineering.

  • Minimum six (6) years experience in refining technology support.

  • Proven knowledge of refining processes in general (Crude Units, Conversion units, etc.).

  • Demonstrated project experience including scouting, detailed design and startup support.

  • Ability / experience working with outside parties (clients, engineering contractors, etc.) is a plus.

  • Proven technical skills and the ability to perform in-depth problem solving.

  • Fully proficient in use of spreadsheets, computer and simulation models.

  • Have a strong customer orientation.
