With oversight from higher level Category Manager and/or department management, facilitates the evaluation, development, implementation and management of strategic supply and service arrangements. Collaborates effectively with key stakeholders for assigned spend areas. Liaises effectively with other components of supply chain management and the affected business unit(s) to assist in the development and delivery of critical knowledge to optimize process, performance and value capture. Leads and/or facilitates multi-functional, multi-location efforts as necessary to evaluate, complete and implement sourcing projects.


  • Works closely and collaboratively with more experienced Category Managers, management and others to expand knowledge and effectiveness for strategic sourcing related processes.

  • Performs, in matrixed organization, strategic sourcing tasks to support business units and corporate client group achievement of supply chain objectives, including participating in, leading, facilitating and managing sourcing efforts.

  • Develops business cases by obtaining and evaluating relevant information in support of sourcing efforts, supplier performance programs and other supply chain optimization efforts.

  • Monitors and reports on performance metrics developed via sourcing efforts, supplier performance programs and supply chain optimization efforts.

  • Performs economic analyses, modeling and financial evaluation, and monitors spend and market trends related to assigned categories.

  • Identifies and evaluates commercial, risk mitigation and financial processes to assess for applicability within Tesoro; to minimize risk and maximize value.

  • Maintains proficiency in and updates portions of enterprise information and knowledge repositories and processes.

  • Provides assistance to supply chain management in administrative reporting, planning and budgeting preparation.

  • Maintains high level knowledge of Tesoro contracting templates, their application and interpretation, and can assist others in contract development related activities.


  • Minimum undergraduate degree in Procurement, Supply Chain Management, Business, Finance or related discipline required.

  • Minimum 4 years procurement, supply chain, commercial, contract development or contract management required.

  • Minimum 2 years in critical analysis and evaluation of sourcing related projects, data and processes required.
