Northrop Grumman is seeking a Senior Program Manager (PM) to lead cyber operations programs located in San Antonio, TX. The PM is responsible for executing a suite of development programs supporting USAF cyber operations. Development includes systems engineering, hardware engineering, software engineering, integration and test, information systems security engineering, logistics management, mission assurance and configuration management. Travel to other Northrop Grumman facilities occurs approximately six times per year.

Candidate is responsible for providing management, leadership, technical direction, customer satisfaction, and successful program execution. The PM will build and lead manage a team locally and at other locations. Program work is performed in a classified environment and requires TS/SCI clearance.

PM Responsibilities include:

  • Engineering Management – direct and supervise system, software, hardware and security engineering. Execute both waterfall and agile engineering.

  • Customer Outreach / Satisfaction - establish and subsequently execute strategies for increasing the value of programs to customers in the Program Office and Sponsoring organization, as well as users at government locations.

  • Performance Management - direct the mertics development, collection, analysis and reporting to represent program performance, value and affordability to the customers and the corporation.

  • Documentation - perform critical reviews of deliverables and the customer delivery process.

  • Strategy - Establish strategic alliance partnerships within Northrop Grumman, and other contractors/suppliers in the pursuit of program and business growth. Identify new business opportunities and position Northrop Grumman for success.

  • Management Reports - Provide weekly work/activity status reports, monthly work/activity status reports, presentations and other management documents as required to the customer and company leadership.

  • Approval Authority - Accountable for procuments procurements, travel, leave and work schedules, and coordinating team work assignments and deadlines.

  • Financial - Accountable for financial performance of program, operating budgets, and contractual obligations

  • Subcontracts - Oversee multiple subcontractors, define statements of work, budgets, and ensure accountability of subcontractor personnel.

  • Engagement - maintain high-quality and high-performance work environment, resulting in highly engaged and productive team members.

  • Personnel - Hire, train, and mentor high-performing team personnel, including lower level managers and team leaders


Basic Qualifications:

  • A Bachelors Degree in engineering or equivalent degree/experience in related field

  • 10 years of experience managing/leading/building large teams in complex environments

  • PMP certified or have an equivalent industry or government acquisition certification.

  • Top Secret / SCI clearance

  • In depth knowledge of the USAF customer base.

  • Broad understanding of IT systems, infrastructures, and technologies.

  • Strong oral and written communication skills.

  • Excellent problem-solving and organizational skills.

  • Demonstrated experience cultivating customer relationships and delivering strong customer satisfaction.

  • Ability and business acumen to respond to quickly changing market conditions, customer environment, and emerging opportunities.

Preferred Qualifications:

  • A Masters Degree in a technical or management discipline – Computer Science, Information Assurance, Network Engineering or Information Technology is preferred.

  • ITIL certification and expertise preferred.

  • Experience with agile development and system modeling.

  • Experience with Earned Value Management implementation.

  • Direct experience running IT programs for higher level DoD echelons preferred.
