Bargaining-Unit position

The incumbent of this position serves as a Supply Technician in Logistics Service with full responsibility for managing, coordinating, controlling, purchasing and administering over 8000 medical/surgical supplies and equipment required to support Central Texas Veterans Health Care System (CTVHCS) to include: Temple, Waco, Austin Outpatient Clinic and CBOCs located in Brownwood, Palestine, Bryan/Collage Station and Cedar Park.Plans and directs the enforcement of improved methods, pointing towards reduced effort and greater efficiency in the determination of requirements.The prime purpose is to keep operating services supplied without an over investment in stock that would create unwarranted excesses, obsolesces, or an unfavorable or out of balance inventory.Develops and executes plans for improved communications with operating services to better analyze their requirements.Analyzes, studies, and applies sound distribution methods to preclude problems and to afford equitable distribution of supplies within fund and space availability.Prepares recommendations for procurement of medical supplies and equipment.Incumbent coordinates with acquisition specialists to develop specifications for supply levels and sources to support complex mission or class of material.Uses in-depth knowledge of supply sources to identify and resolve delinquency in availability of key items.Incumbent performs specialized supply functions and related activities to carry out facility supply operations.Performs work to manage, regulate, coordinate, or otherwise exercise control over supplies and equipment.Determines, regulates and controls the level or flow of expendable supplies or class of material.Analyzes, plans and evaluates medical/surgical supply requirements and forecasts to determine quantities, determine adequate justification, propriety of need, availability, locality of purchase and method of procurement.Plans and initiates requisitions to ensure commitments are within authorized fund and deliveries are phased to correspond to usage requirements.Serves as the central point of contact and exchange of information for personnel engaged in supply, production, maintenance and users relative to material support problems affecting medical/surgical items at CTVHCS.Monitors the quality of input/output of the automated inventory management system.Reviews all assigned line items to ensure that stocking criteria is met and takes corrective measures as necessary.Executes proper inventory adjustments in the automated inventory management system.Maintains all due-in records and double checks receipt documents for accuracy.Reviews and analyzes delinquent delivery reports, back order reports, outdated inventory reports, inventory balance reports and 90-day inactive reports and initiates corrective action or recommends necessary turn-over rate, inactive items and days of stock on hand.Reviews automated inventory management system to order, receive and maintain “Prime Vendor medical/surgical items.Inventories, monitors and rotates Pandemic Flu stock.Maintains database for Pandemic Flu stock.

Qualifications And EvaluationQualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Specialized Experience:

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

a. Conducting periodic and perpetual inventories of supplies and equipment;

b. Conducting short- and long-range inventory forecasting;

c. Utilizing automated supply databases;

d. Utilizing and maintaining Material Safety Data Sheets (MSDSs) for all supplies and equipment as required.


Applicants may substitute education for the experience required for the GS-05 level.


Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position

KSA 1 – Knowledge of the principles involved in medical equipment and supply operations.

KSA 2 - Knowledge of hundreds of supply items and how the items are applied, usage, requirements, substitute items, source, delivery times and many other aspects.

KSA 3 - Knowledge of workflow in the SPD Section, and the relationship of supplies, equipment, and instruments used by the wards, clinics, and CBOCs.

KSA 4 - Knowledge in bulk storage.
