Job/Position DescriptionContract Specialist IIIThe Texas Health and Human Services Commission (HHSC) MedicaidCHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Contract Specialist III. Reports to the Contract Administration and Provider Monitoring (CAPM) Manager for Waiver Program Enrollments. The Contract Specialist III performs advanced (senior-level) contract management and enrollment administration duties. The enrollment duties are in relation to the Medicaid Waiver Programs applications and contracts. Responsibilities include: developing and evaluating a broad range of administration activities for contracts and enrollment; assisting with the development of solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, and negotiating contract specifications; evaluating expenditure data and making projections to ensure appropriate use of funds; negotiating contracts, contract renewals,and amendments; making recommendations to change solicitation, contract boilerplate, and other contract-related documents; conducting needs assessments to determine requirements for the purchase of goods or services; monitoring contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies, and recommends cancellation of contracts when deviations occur; monitoring legal and regulatory requirements pertaining to contracting; drafting correspondence/reports on a complex level according to designated policies, procedures, state and federal laws and regulations; maintaining automated databases and tracking systems as required; assisting with development and revision of internal contract administration policies and procedures; identifying the need for and assisting with the development and delivery of training; performing quality assurance activities regarding the processing of contract enrollments and issuance of contracts; ensuring applicants and contractors are in compliance with federal/state requirements; interpreting program policies and providing guidance for procedures, state and federal regulations on a complex level for applicants, contractors, and stakeholders; providing basic technical assistance to applicants and contractors; coordinates the risk assessment process for contract monitoring and planning; completing special assignments as required; mentoring other contract specialists and may train others.
