Ensure that pre-eligibility documents are in compliance with federal and state statutes, policies and procedures. Provide complex technical assistance to potential and current TDA Contracting Entities and the community related to program eligibility. Work under limited supervision with considerable latitude for the use of initiative and independent judgment.ESSENTIAL DUTIES:Determine the eligibility of organizations to participate in nutrition programs through the compliance of state and federal program policies, procedures and regulations including completeness of applications, timelines, reviewing budgets to determine financial viability of the organization and procedures for processing applications.Process documents to allow potential Contracting Entities (CEs) access to TDA system to apply for Food and Nutrition programs.Perform pre-eligibility verification of documents submitted by organizations and individuals expecting to participate in programs administered by the Food and Nutrition (FandN) Division of the Texas Department of Agriculture. Ensure pre-eligibility documents are in compliance with federal and state statutes, policies and procedures, including that the individual or organization is in good standing with State and federal statutes. Verify application for completeness, timeliness, financial viability, and adherence to application instructions.Log, track, process, and store permanent agreements by obtaining proper signatures, ensuring proper retention and storage of agreements, and distributing copies to appropriate people and organizations.Ensure that approved claims can be paid to CE by obtaining appropriate information from CE and entering CE as a vendor into the Texas Comptrollers system.Provide telephone, email, fax, and system assistance to contractors and agency staff on program eligibility policy and documentation.Refer current and potential CEs to Square Meals website for assistance in locating federal statutes, state policy and procedures.Provide assistance to current and potential CEs to assist in obtaining approval of applications and capital equipment requests.Answer CE requests in computer software queues by providing assistance in resetting passwords and providing technical assistance regarding application submission.Refer CEs to Education Service Centers (ESCs) for technical assistance.Prepare and mail CE renewal reminder letters and broadcast emails.Develop, coordinate and maintain record keeping and filing system for application materials, including correspondence, forms and documents, in accordance with TDAs Records Management Policy.Update program tracking systems and databases by processing and storing incoming documents of potential and existing Contracting Entities (CEs) including faxes, email, and delivered mail, in accordance with policies and procedures, including timeframes.
