Job/Position Description**Please note this position is temporary for approximately two years (funded by federal grant with possibility of extended/permanent position after approximately two years)** The COVID-19 Program Specialist performs highly advanced (senior-level) consultative services and technical work under the supervision of the Chief State Epidemiologist and Senior Scientific Advisor. Work involves providing the Senior Scientific Advisor(SSA) and Office of the Chief State Epidemiologist(OCSE) program areas senior-level coordination and support on COVID-19 priorities, initiatives, and policy issues. The Program Specialist will lead coordination, planning, analysis, implementation and monitoring of COVID-19-related legislation and administrative rules. Develops, reviews, edits, and approves highly advanced technical COVID-19 materials, including: speeches, briefing documents, issue papers, reports, presentations, and bill analyses. Reviews proposed COVID-19 federal and state laws, regulations, and policies to determine programmatic impact and strategic implementation. Responds to inquiries and requests for information about COVID-19 from stakeholders, consumers, the legislature, and the public. Provides oral and written policy analyses/reports. Works under minimal direction with extensive latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Essential Job FunctionsEJF 1(35%) Works under the direction of the Senior Scientific Advisor (SSA) and Office of the Chief State Epidemiologist (OCSE) on COVID-19 projects and priorities in order to meet desired goals and objectives related to planning, implementing, and monitoring of DSHS programs and services, related to current and emerging COVID-19 public health issues, trends and topics. This position is responsible for convening groups potentially comprised of both internal and external stakeholders (including legislative offices, advocacy groups and other stakeholders) on COVID-19 agency priorities, enterprises and/or policy development. This position will work under the direction of the SSA and OCSE on the development of COVID-19 projects, initiatives, and strategic planning, and executive level briefings for medical professionals and stakeholders, in conjunction with DSHS Divisions and other health and state agencies. EJF 2 (30%) Reviews, monitors, and researches COVID-19 state and federal laws, policy, regulation, and legislation to assess the impact to state health services, coordinating with divisions, budget and fiscal departments, and other state agencies, to determine the programmatic impact. This position will work on COVID-19 legislative activities including: analyzing rules, regulations to develop responses to legislative inquires; tracks and reviews legislatively mandated reports; develops report on legislative analysis and cost estimates and report findings to the SSA and OSCE. Attends COVID-19 advisory committees and council activities. Provides executive level documents and written products related to COVID-19. Coordinates and supports OCSE and SSA on COVID-19 rule development and revision processes.
