Summary Incumbent serves as the Administrative Officer to the Chief, Mental Health Service at the West TX VA Health Care System (WTVHCS), which includes community based outpatient clinics in Abilene, Odessa, San Angelo TX, and Hobbs, NM. The WTVHCS is affiliated with the Texas Tech University Health Sciences Center. This position is located in Big Spring TX. This vacancy will remain open until filled. Responsibilities Duties include, but are not limited to: Budget Guidance and Administration Developing the need for and maintaining an awareness of available resources, and making recommendations to the Chief of Mental Health Service needs, distribution or redistribution of these resources Administering budget for several fund control points Serving as budget and financial advisor for the Chief, Mental Health and staff Developing, formulating and providing all essential data for the annual budget forecast for submission to the Chief of Mental Health, based on studies of past expenditures, knowledge of Clinical Service requirements, program plans and workload forecasts Maintaining budget control records and assuring that funds are used in accordance with the operating budget Direction/Long-Range Planning Developing both long- and short-range policies and plans for the organization by coordinating the Mental Health Service administration needs of the organization(s) for which accountable Preparing and assembling charts, data, reports, narrative and statistical materials that are provided for justification for the budget Developing, evaluating and modifying organizational structure and systems to achieve program goals Program Administration Leading in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management Administering space and equipment programs Administering HR/Equipment/Space Utilization Programs Assisting and informing the Chief of Mental Health on administrative policies, resource utilization and work load projections within the Mental Health Service programs Due Process Discussing, investigating and responding to employee grievances and dissatisfactions in order to resolve conflicts Representing management at labor management meetings Participating in union management partnership council Administering individual actions within the organization Meeting and negotiating with union officials to assure smooth conduct of labor relations issues Initiating ratings, awards and disciplinary or performance-based actions Managing employee/labor relations matters and actively supports the EEO program Accreditation Program Administration Providing for full administration of reporting, evaluation, and fee requirements associated with the accreditation of the organization Fully participating in performing long-range planning for all resources Following established procedures to meet accreditation standards Quality/Productivity Goals Administering the internal review, quality, and productivity initiatives for the organization Administering quality and productivity programs for the organization Developing short- and long-range goals and coordinating the quality assurance plan for the organization Generating required reports for the Chief of Mental Health Service Performing other related duties as assigned Work Schedule: Monday thru Friday 8:00 a.m. to 4:30 p.m. Telework: Not available Virtual: This is not a virtual position. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administering space and equipment needs.; knowledge of recruitment and placement processes; working with supervisors and managers in coordinating performance reviews and the development of staff competencies; developing budget estimates and justifications and coordinating communication responses to patient concerns, congressional inquiries, and VISN/National correspondence. To qualify based on education for this grade level you must have: a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
