Assists the HR Officer in implementing official Nonappropriated Fund (NAF) policies, regulations and directives. Provides the full range of personnel services for managers and employees. Performs extensive technical and specialized work in the areas of staffing, pay administration and classification, training, labor-management relations, management-employee relations, awards, benefits, and regulatory compliance. Provides guidance, advice and assistance to managers, employees, and candidates for employment on a full range of services such as personnel policies, administrative regulations, employee rights and services. Oversees the work of assistants and provides technical guidance. Ensures the proper maintenance of the automated database and office files and records.
Performs other duties as assigned.

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include experience performing duties equivalent in scope and complexity to the next lower grade level.
Progressive Human Resource (HR) experience which demonstrates an acquired knowledge of the theories, principles, practices and techniques of at least two functional HR areas, i.e.: staffing, classification, management employee relations, training and/or labor relations. Knowledge of objectives, principles and procedures of civilian personnel management. Demonstrated verbal and written communications skills to convey a wide variety of information to diverse audiences, and the ability to perform office automation functions. The related work experience must have been equivalent in difficulty and complexity to the next lower grade level.
All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. All answers to the Highly Qualifying Criteria must be demonstrated in your resume to get credit. 1. Possess demonstrated proficiency in using the Defense Personnel Data System (DCPDS), to include ALL of the following: Processing a wide variety of personnel actions, researching actions to resolve discrepancies, and conducting database maintenance. 2. Possess demonstrated proficiency in using the USA Staffing interface to build vacancies and assessments, review candidates, and complete the referral process. 3. Possess demonstrated professional experience and knowledge of objectives, principals and procedures ofNAF (Non-Appropriated Fund) civilian personnel managementto include automation functions?
