HARRIS COUNTY Budget Manager in Houston, Texas

Position Description Under general supervision, the Budget Manager will assist the Chief Operating Officer with preparing, monitoring, and analyzing departmental budgets and reports for the Harris County Attorney's Office. The incumbent will also have managerial oversight of the accounts payable, accounts receivable, payroll and general ledger, and other financial management duties. Job Duties and Responsibilities * * Coordinate the preparation and monitoring of operating and capital budgets, including developing and presenting procedures, requirements, instructions, and schedules for budget input, review, and modifications * Integrate position control analysis and salary/benefits cost analysis into the budget process and budget forecasting models * Monitors and analyzes expenditures, revenues, and financial status changes in complex funds to ensure proper accountability and financial management * Prepare, review, analyze, and coordinate budget-related documents to ensure accurate, complete, and consistent information * Prepares routine monthly, quarterly, and annual reports such as cost analysis, performance data, financial target analysis, and expenditure and revenue status report to provide appropriate monitoring for effective decision making * Provides non-routine reports and responds to special requests for info on financial and organizational information, including complex statistical forecasting models, trend analysis, impact studies, and financial projection methods to provide management information * Review, analyze and monitor spending plans for assigned programs, including adjusting allotments and detailed plans *The above statements are intended to describe the general nature and level of work being performed by people assigned to this job.
