HARRIS COUNTY Deputy Assistant Director - Disaster Recovery in Houston, Texas

Position Description

The Deputy Assistant Director is responsible for determining the needs and problems facing designated communities by strategically and creatively discovering solutions to those problems, administering the allocation processes for disaster recovery and mitigation funds in compliance with HUD regulations, and ensuring the development, maintenance, and submission of the required Federal and state reports and reviews are in compliance with HUD/state rules and regulations. The managerial work involves planning, organizing, coordinating, and directing the activities of the Community Development Block Grant Disaster Recovery and Mitigation Programs.

Duties and Responsibilities:

  • Assists with the Community Development Block Grant - Disaster Recovery planning and action plan development as well as acts as the Individual Damage Assessment Officer under Annex J
  • Provides grant writing functions, assisting with Environmental Review (NEPA), and overseeing any contractors under the Disaster Recovery and Mitigation Programs
  • Prepares and reviews required strategic plans, federal/state submissions, and report documents under Disaster Recovery and Mitigation
  • Develops and evaluate programs from design, implementation, and funding
  • Analyzes and reports on large, complex amounts of socio-economic, demographic, housing, and disaster data and information
  • Develops and facilitate presentations, workshop, and seminars regarding Disaster Recovery/Mitigation Programs
  • Develops requests for proposals/applications regarding Disaster Recovery/Mitigation Programs
  • Provides technical assistance to nonprofit organizations, other county departments/precincts regarding Disaster Recovery/Mitigation Programs
  • Performs other job-related duties as assigned

  • Master’s degree in Planning, Government, Public Administration or related field;** and**
  • Minimum of five (5) years’ experience in Planning, Disaster Recovery, or related field
  • Two (2) years of supervisory experience in Planning, Disaster Recovery, Government, Public Administration, or related field

  • Good written communication
  • Ability to handle multiple tasks and projects
  • Creation and delivery of good presentations
  • Knowledge of research methods, good public speaking skills
  • Working knowledge of public finance and budgeting

Work Environment:

  • The work is primarily sedentary with occasional required travel to training events or meetings
  • Typical office environment with reasonable climate control
  • This is primarily a sedentary role; however, working with files is required
  • This would require the ability to lift up to 10 pounds and bend and stand as necessary

This position may be funded with U.S. Department of Housing and Urban Development (HUD) funds, which are subject to compliance with Section 3.
