Deputy Program Manager, Human Health and Performance Contract (HHPC)

KBR is seeking a Deputy Program Manager to be responsible for providing support to the contract Program Manager of the Human Health and Performance Contract (HHPC) in support of the NASA Johnson Space Center in Houston, Texas. HHPC provides biomedical research, operational space medicine, human research program, and engineering services in support of all human spaceflight programs at NASA’s Johnson Space Center in Houston, and primarily supports the JSC Human Health & Performance Directorate. The work includes behavioral health and astronaut psychological support, flight control support from Mission Control for the Crew Health Care Systems, biomedical and operational laboratories, human systems engineering design and integration, health and medical technical authority expertise, and additional activities supporting the International Space Station and commercial programs. The Deputy Program Manager (PM) is responsible for ensuring that the work performed is at a level of quality, schedule, and cost that is consistent with the expectations for the customer.

The selected candidate will serve as the deputy contract manager and shall be the authorized interface with the Government Contracting Officer (CO), the Contracting Officer's Representative (COR), government management personnel and customer agency representatives. Will interface with executive Human Health & Performance Directorate management. Coordinates and monitors the safety, technical performance, and cost of the contract. Ensures adherence to master plans and schedules. Develops solutions to program problems and directs work of managers and other employees. Responsible for ensuring that all projects are completed on time and within budget. Acts as advisor to program team regarding projects, tasks, and operations. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. The DPM will serve as the acting PM in the absence of the PM. This position reports to the Vice President, Human Exploration Division for the KBR Science & Space Business Unit.

Responsibilities:

  • Ensure compliance with terms of the contract, task orders, and with government and company policies, standards, and procedures

  • Ensure efficient utilization and availability of staff

  • Promote staff morale through proper compensation, training, and career development

  • Ensure that contract and Task Order deliverables are submitted accurately and on-time

  • Ensure compliance with terms of the contract, task orders, and with government and company policies, standards, and procedures

  • Administrative Management of HHPC Program personnel as designated by the PM

  • Develop, negotiate and approves annual Contract Management & Administration (CMA) budget; manage CMA budget throughout the year; conduct review of management systems and major technical work processes

  • HHPC Organizational Conflict of Interest Officer

  • Supervise execution of subcontracting tasks

  • Supervise execution of procurement process

  • Coordinate monthly business rhythms (i.e Contract Total Cost & Schedule Review, KBR Monthly Program Review)

  • Collaborate with other Human Performance contracts within KBR

Qualifications:

  • Experience as a Deputy Program Manager or Department Manager with a minimum 10 years progressive relevant management experience

  • Bachelor’s degree in a related field with 15 years technical/management experience in NASA contracts

  • Experience in managing government contracts with multiple contract types

  • Demonstrated experience managing large teams in a dynamic operational environment

  • Demonstrated strong stakeholder engagement skills

  • Demonstrated ability to develop exceptional customer/partner relationships

  • Strong consensus building and team building skills

  • Demonstrated Risk/Opportunity management.

  • Experience with design, development, and delivery of spaceflight hardware for human health

  • Experience with NASA Payload and Mission Integration & Operations

  • Expertise with human research laboratory support

  • Understanding of unique challenges and staffing needs for Health and Medical Technical Authority support to the emerging NASA programs like HLS, Gateway, Orion
