Develop, implement, manage the maintenance of and facilitate the continued improvement of a Learning and Development (LandD) Program. Responsible for tasks centered around curriculum and content development and deployment, coordination of learning activities, implementation and administration of a new Learning Management System (LMS) and creating an effective and satisfying learning environment for PSC employees. Drive a culture of deepening credibility.Work collaboratively with HR, marketing, firm Leaders and subject matter experts from all locations, covering multiple disciplines and many distinct learning needs.Essential Duties and ResponsibilitiesProgram Development and Delivery:Development and subsequent coordination and administration of various LandD program elements to ensure quality, consistency, and valuable learning outcomes. Program elements include:core and elective learning programs, both including technical and complex learning activities;on-boarding and up-boarding initiatives and offerings;individual professional development plans; andinnovation and extended learning initiatives, programs and projects.Working directly with internal subject matter experts to obtain course content.Facilitating vendor selection and procuring learning content and tools from third party vendors.Developing new online and offline learning activities.Delivering and assisting with the delivery of internally developed learning activities.Staying current with industry LandD best practices and identifying opportunities to incorporate into existing or new PSC programs.Employing adult learning techniques in the development and delivery of curriculum.Administering the Learning Management System.Internal LandD Communications:Promoting awareness about learning services and initiatives across all offices.Responding to inquiries regarding the LandD program, including professional development plans, the learning management system, and learning activities.Providing regular updates and reminders on LandD activities and the LMS to various stakeholders.Follow-up communication upon learning activity completion, as required.Coordinating and administering organizational learning needs assessments.Working with Sector Leaders and employees to facilitate individualized professional development plans.Observing job behaviors and performance to understand the learning needs of the organization.Establishing, tracking, and analyzing Key Performance Indicators (KPIs) for the continual improvement of the LandD Program.Coordinating employee satisfaction/engagement surveys and learning activity and training provider evaluations.Analyzing results, identifying improvement opportunities, and making recommendations for changes based on this information.Providing input on development of program goals and strategies.Assisting with the implementation of the LMS throughout PSC, including the training of administrators, Group Leaders, and employees on its features and proper use.Education and ExperienceBachelor's degree in Organizational Management, Human Resources or a related field.3-5 years of relevant experience.Must have experience coordinating a learning and development program and administering a Learning Management System (LMS).Skills and CompetenciesExcellent knowledge of adult learning and instructional design principles and how to apply them in a business environment to support formal and informal learning, online and offline.Excellent interpersonal skills with ability to build rapport face-to-face and remotely.Excellent organizational skills to prioritize tasks and meet deadlines.Good analytical and problem-solving skills.Technical editing/writing experience.Excellent written and verbal communication skills.Strong experience in executing projects with multiple internal groups.Proficient in Microsoft Word, Excel, Outlook, PowerPoint, and Bluebeam.Practical knowledge of running a learning and development program for a diverse group of technical and non-technical
