Dowhas an opportunity available for aEH&S Delivery Manager/Waste Manager. This role can be located inBeaumont, TXorOrange, TX.The East Texas Hub Waste Manager is responsible for the Beaumont and Sabine River sites waste permitting and compliance, including deep well disposal.

The East Texas Hub Waste Manager provides expertise in developing and implementing waste permit and regulatory strategies to maximize value for Dow, provides advocacy comments on proposed regulations, leads implementation of new regulations, and leads agency investigations for the Beaumont and Sabine River sites. The East Texas Hub Waste Manager is responsible for on-boarding and continuing coaching and mentoring of environmental technicians for waste topics and also functions as the key liaison between Dow and the state and federal agencies for all waste compliance and permitting needs (pre-project meetings, escalation of issues, etc.) in partnership with the Texas Regulatory Services Leader.

Primary Responsibilities:

This job exists to provide Waste Permit and Compliance support for the Beaumont and Sabine River sites. Responsibilities include:

  • Lead waste permit projects through the preparation of permit applications/modifications and agency negotiations to ensure optimal permit conditions that provide competitive advantage.

  • Complete and submit required regulatory and periodic emission reports on time.

  • Develop and maintain a Compliance Demonstration Plan for the RCRA, Deep Well and Pre-injection Permits.

  • Consults with the Texas Regional Waste Manager to ensure a consistent message, capitalization of agency relationships and rapport, and ensure consistent implementation and compliance methodologies.

  • Quickly on-board new environmental technicians for waste topics and provide on-going coaching/mentoring to ensure best practices are widely known and utilized.

  • Provide technical knowledge/expertise, including interpretations of permit conditions/regulations, in consultation with the Texas Regional Waste Manager, if needed.

  • Develop, coordinate, effectively and sustainably implement and optimize waste permit/regulatory programs/processes.

  • Ensure waste permit and regulatory work processes/procedures are effectively applied and drives opportunities to streamline these processes/procedures.

  • Lead initiatives to drive waste permitting and regulatory compliance improvements.

  • Lead personnel in the East Texas Hub in investigations by local, state, or federal agencies in a mutually respective environment.

  • Manage relationship with state environmental agency waste permit division

  • Identify and keep current with local, state and federal waste permitting and regulatory requirements.

  • Partner with Environmental Expertise to evaluate proposed waste permitting and regulatory changes, considering potential impact of proposed permit conditions and regulations on sites and facilities; provide constructive comments to agencies for flexibility that is protective of the environment.

  • Coordinate Texas EH&S Audit Privilege correspondence related to waste for the East Texas Hub sites and facilities.

  • Develops, reviews, monitors, creates and deliver training as appropriate.

Required Qualifications:

  • A minimum of a Bachelor’s degree in a technical discipline is required, Engineering disciplines are preferred.

  • At least 5 years of experience working in chemical/petrochemical manufacturing operations is required.

  • 3 or more years of experience in Texas RCRA permitting (application preparation, negotiation, implementation) and compliance for chemical/petrochemical manufacturing operations is preferred.

  • Previous experience with project management, working on high level projects, leading through influence

  • Strong communication skills (written and oral – phone and in-person)

  • Must have ability to multi-task in a fast-paced environment

  • A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

Preferred Qualifications:

  • Previous deep well experience (permitting and compliance)
