This announcement will be used to fill Advanced Medical Support Assistant positions in the* Tyler VAMC.*
The Advanced MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e., Patient Aligned Care Teams, or other Specialty Care settings where the patient aligned care team model is used such as oncology, HIV, SCI, Military Sexual Trauma, etc.)

Duties: To include but not limited to receives, relay and/or answers incoming and outgoing telephone and electronic messages. Answers questions such as those dealing with the patient's eligibility for services, availability of appointments, procedures for obtaining an appointment, requests for appointments and/or appointment changes. Schedules, cancels, reschedules follow-up and/or consults appointments. Performs basic eligibility and co-pays determinations and preauthorization actions. Processes emergency and non-emergency transfers to other VA facilities or private hospitals. Possess the knowledge and understanding of the guidelines associated with the Electronic Wait List. Educate and inform patients about the benefits of My HealthyVet in-person authentication and direct patients to areas associated with the program to be registered. Generates a variety of documents/reports for the clinic/section. Provides clinical staff with clinic availability profiles to improve and compliment Access. Enter information such as clinic appointment, no-show, clinic or patient cancellation data into the Vista information systems and software.

Basic Requirements: * United States Citizenship.Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. * Experience and Education.One year of experience equivalent to the next lower grade level. * Physical Requirement. * English Language Proficiency. Must be proficient in spoken and written English in accordance with VA policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other healthcare organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying healthcare experience, including volunteer experience.
GRADE GS-6: In addition to the above listed Basic Qualification requirements, qualified applicants will possess one year of specialized experience equivalent to at least the GS 5 level. Specialized experience equipped you with the particular knowledge, skill and abilities to be able to perform successfully the duties of the position.
Examples of specialized experience include: Working as a Medical Support Assistant, independently scheduling, canceling, re-scheduling patient's appointments, lab tests, x-rays, consults, etc.; entering no-show information; monitoring the electronic wait list; preparing for clinic visits; monitoring both inpatient and outpatient appointments for areas of responsibility; ensuring encounter forms are completed in order to obtain appropriate workload credit; verifying and updating demographics and insurance information; processing all emergency and non-emergency transfers to other VA facilities or private hospitals; performing basic eligibility, co-pays and preauthorization requirements for specific coverage (i.e., TRICARE, sharing agreements, etc.). To be creditable, qualifying experience must be at a level comparable to MSA experience at the next lower grade (GS-5) level. The experience must consist of duties of a significant scope, administrative independence, complexity (difficulty) and a wide range of variety and must demonstrated the knowledge, skills, and abilities (KSAs) associated with current Medical Support Assistant responsibilities.
Application/resume must demonstrate the KSAs below:
Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations.
Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.
Advanced knowledge of the technical health care process as it relates to access to care
Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process.
Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.
PLEASE NOTE: Education cannot be substituted for experience at this grade level.
Knowledge of Current MSA Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with current MSA responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a Medical Support Assistant (MSA).
Quality of Experience. Qualifying experience must be at a level comparable to MSA experience at the next lower grade (GS-5) level. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Part-Time Experience. Part-time experience as a MSA is creditable according to its relationship to the full-time workweek. For example, a MSA employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.

The full performance level of this vacancy is GS-6.The actual grade at which an applicant may be selected for this vacancy is GS-6.
Physical Requirements:The work is mostly sedentary (up to 6 hours), requires walking (up to 4 hours), bending (occasional), standing (up to 1 hour) and/or pushing cart with office supplies, lifting up to 5 pounds at a time such as a case fo copier paper. Use of fingers, both hands required, talking on the phone, using telephone headset. The work does not require any special physical effort or ability.
